Your capacity.
Our brains.

An AI partnership proposal.

BUILD RUN OWN
Enquirer AI is the outbound engine of Enquirer Consulting Group. Private and confidential.
Borealis Data Center BOREALIS
Where this starts

You told us something in March that stuck.

Your bottleneck is not leads. Five to six inbound requests a day, almost sold out. The constraint is getting the right conversations with the right people at hyperscalers and neoclouds.
Cold outreach does not work in enterprise data center sales. One wrong approach to the wrong person closes a door.
Your focus markets: the US, the UK and France.
You compared the tool we sold then to a plugin in your CRM. Fair call, on what we were selling then. This is not that conversation.
March to July

We are not the company you priced in March.

March

An outreach engine

When we met, Enquirer AI sold managed LinkedIn outreach by the seat. That is what your team compared to a CRM plugin.

Spring

The group formed

Enquirer Consulting Group came together: the outbound engine, PR and media through our group's business magazine, video, web and data. One team, one point of contact.

July 13

Incorporated

Enquirer Consulting Group Ltd. Fixed-term Build, Run, Own engagements: we design a working growth machine, prove it live, then hand the client the keys.

Today

AI brains

We design, build and run private AI brains for enterprise clients on open-weight models. Two are at proposal stage now, expected to close within weeks.

In March we sold you seats. Today we build operating intelligence, and the pipeline that sells it needs a home like yours.
The market since we spoke

The world is short of exactly what you sell.

$40B+

Anthropic's commitment for exclusive use of a single 300 MW data center, at $1.25B per month through 2029. Frontier labs now buy whole facilities, not GPUs.

+40%

Rise in H100 rental pricing between October 2025 and March 2026, with on-demand capacity sold out across GPU types.

83%

Share of Europe's data center development pipeline already pre-let, with vacancy at record lows and CBRE expecting capacity pricing up 12% in 2026.

$725B

Combined 2026 capital expenditure guidance from Amazon, Alphabet, Meta and Microsoft, up 77% on 2025.

Amsterdam has halted new data centers until 2030. Ireland now demands on-site generation. Core Europe is full, and live capacity is the scarce asset.

The unlock, July 16, 2026

Frontier AI just went open weight.

Moonshot released Kimi K3 on July 16: a 2.8 trillion parameter model by Moonshot's own count, reported at launch to match or surpass Claude Opus 4.8, sitting just behind the two strongest closed models on the market. Its predecessors all shipped under a modified MIT license, free to download and run. K3's own weights follow by July 27.

The model is free

Frontier-class intelligence no longer belongs exclusively to a handful of US API providers.

Compute is the product

Moonshot recommends 64 or more accelerators to serve K3. Frontier AI is now a rack-scale commitment, made in a facility like yours.

Jurisdiction is a choice

For the first time, a company can run frontier AI entirely under the legal roof it prefers. That choice is the sales pitch.

Figures: Moonshot AI and Financial Times, July 16, 2026. Weights and final spec follow by July 27.
What we build with it

We build private AI brains for enterprise companies.

An AI brain is a company's own operating intelligence: its data, processes and playbooks running on an open-weight model, on hardware it controls, in a jurisdiction it chooses. We design it, build it, run it in, then hand it over. Build, Run, Own.

Nothing leaves the perimeter

Client data never touches a third-party API. No external logging, no retention questions, no transfer risk.

Proven in production

We already run open-weight models in production for client-facing work today. This is our operating stack, not a slide.

Governed and human-reviewed

Claims gates, approval workflows and audit trails are built into every brain. AI a board can sign off on.

Why boards buy it: shadow AI adds $670k to the average breach. 48% of breaches now involve a third party. Every external AI API is another third party. A private brain answers both at once.

Closing now

Two brains need a home in the coming weeks.

Engagement one

A US SAP consultancy

Its delivery methodology, market intelligence and client history as a governed, human-reviewed operating brain. The firm runs a formal AI governance council. A public API was never an option.

Engagement two

A clinical-stage oncology company

A confidential research evidence base, indexed and queryable behind its own perimeter. Regulatory reality means the data can never touch a third-party API. Jurisdiction and control decide the hosting.

Both are at proposal stage and expected to close within weeks. The hosting home is decided at signing. We want it to be Borealis, and we want every build after them to land the same way.
Why Iceland

The safest address a brain can live at.

100%

Renewable grid: roughly 70% hydro, 30% geothermal, at some of the lowest carbon intensity and most stable industrial power prices in Europe, on long-term fixed contracts.

Outside

The Five, Nine and Fourteen Eyes intelligence alliances, while inside the EEA with GDPR native. A jurisdiction a European or US board can defend.

#1

On the Global Peace Index for roughly 15 years running. The most politically stable ground on the planet for a company's operating intelligence.

19 ms

To London, around 10.5 ms to Dublin on the IRIS cable. An AI brain thinks in seconds. It does not need to sit next to its users, it needs the right home.

Iceland is already winning live AI deployments: thousands of NVIDIA Blackwell GPUs landed with Icelandic operators in the last year. The market has noticed what you told us in March.

Why Borealis

You are already the proof.

Built for AI, certified for trust

First OCP Ready facility in Iceland. ISO 27001. PUE as low as 1.03 on free air cooling, 100% renewable power.

Frontier-grade tenants

Fluidstack, with NVIDIA and Dell hardware, announced exascale GPU clusters hosted in Borealis facilities in March 2025.

Backed to expand

Vauban majority ownership, $148M in expansion financing, 100+ MW of headroom at Blönduós and Kajaani, and a US subsea cable project in development.

Four live campuses, frontier hardware already on the floor, room to grow. Everything an AI brain needs, operating today.

Why you, why now

We designed this for an operator who cannot host it yet.

We first built this partnership around a Swedish operator. Their first hall opens late this year at the earliest, and by their own website their AI site is 12 to 24 months out. They could not take a deployment this year.
Borealis is live today, on four campuses, with frontier GPU tenants already announced and a team that delivered a new AI facility in seven months.
K3's weights land July 27. Our first two brains are expected to sign within weeks, and the hosting home is decided at signing. Timing is the whole game.
In a market where core Europe is full, live capacity in the right jurisdiction is the rarest asset there is. You have it.
The partnership

We bring demand and tenants. You bring the floor.

Enquirer delivers

  • Your growth engine, run for you. Multi-seat LinkedIn and full cold email infrastructure pointed at your named strategic accounts across the US, UK and France. Paid on results only.
  • PR and media through Business Enquirer, our group's business magazine, building the Borealis story while the outreach runs. The people we reach will look you up.
  • A pipeline of hosting tenants. Every AI brain we build deploys with our hosting partner as a paying customer, hardware specced per client. No Borealis capex, ever.
  • The reference story. Sovereign AI brains live on Icelandic ground, written up and yours to sell with.

Borealis provides

  • Hosting partner status for our client AI deployments, at partner rates. Clients bring their own hardware, or we spec it together.
  • One owner for every lead we hand you, so nothing dies in an inbox.
  • That is the whole ask. Term and detail agreed on one call.
No monthly fee, nothing up front. $400 per qualified lead, qualified meaning a booked meeting in your calendar, plus 10% on what closes. Or 20% of what closes from our leads, outcomes only. Your pick.
The joint motion

Pointed exactly where you told us to aim.

Hyperscalers and neoclouds

The right conversations with the one or two people who own data center decisions, built as relationships over months, not cold blasts. Your March brief, verbatim.

Financial services

CTOs and CIOs in the UK, France and the US East Coast. Your Reykjavík campus already hosts core banking and clearing systems. That is the opening line.

Enterprises going private on AI

The fastest-growing buyer class in Europe. Our AI-brain clients land in this column, on your floor, and every one is a reference for the next.

MSPs and integrators

Partners who need a credible, carbon-clean, regulation-ready home for their clients' workloads, sold the way you sell: through relationships.

Same titles you named in March. Now with a joint product to talk about, not just capacity.
Proof

Numbers from live campaigns, not projections.

$10M+
New business generated for clients across our engine and media features
3,500+
Qualified conversations generated
100,000+

Fixed
Engagement, then you own it
A single seat on a Nordic data-center brief put our client in front of a national broadcaster's CTO and his site selection team. That is what the engine does with the right story to tell.
Cumulative results across live client campaigns and Business Enquirer client features. We state what we have achieved, never what any partner is guaranteed.
The next 90 days

How this lands.

July 27

The weights land

Kimi K3 ships open weights. Hardware sizing for the first brains is settled against the real model card, with your team in the room.

August

The engine starts

Seats live on the US, UK and France targets. Business Enquirer's first Borealis feature is commissioned. First deployment scoped with our closing clients.

September

First brains at Borealis

Deployments land as paying tenants. The reference story goes live: sovereign AI brains, on Icelandic ground, in production.

Q4

One story, two order books

Your capacity pitch and our AI builds sold as one motion, with your facilities as the proof every buyer can visit.

You have the home.
We have the brains.
